Professional Accounting and Financial Management Services

1. INTRODUCTION

The City of Creedmoor, Texas, is soliciting Statements of Qualifications (SOQ) from qualified Certified Public Accounting (CPA) firms and governmental accounting service providers to provide professional accounting and financial management services.

The City is a General Law municipality located in Travis County and seeks a qualified firm experienced in municipal accounting, governmental financial reporting, grant administration, payroll processing, accounts payable, accounts receivable, and audit preparation.

The selected firm will work closely with City staff to maintain accurate financial records, ensure compliance with federal and state regulations, assist with grant compliance requirements, and provide professional financial support to the City.


2. SCOPE OF SERVICES

The City anticipates contracting for some or all of the following services:

A. Accounts Payable (AP)

  • Review and process vendor invoices.
  • Verify proper account coding and budget allocation.
  • Prepare payment registers and check runs.
  • Maintain vendor records and W-9 documentation.
  • Reconcile accounts payable balances.
  • Assist with year-end reporting.

B. Accounts Receivable (AR)

  • Prepare invoices and customer billings.
  • Record receipts and deposits.
  • Maintain receivable records.
  • Reconcile receivable balances.
  • Provide aging reports and collection assistance.
  • Track escrow accounts and fees

C. Payroll Administration

  • Process payroll for City employees.
  • Calculate payroll taxes, deductions, and benefits.
  • Prepare quarterly and annual payroll tax reports.
  • Maintain payroll records in compliance with federal and state requirements.
  • Assist with W-2 preparation and year-end payroll reporting.

D. Grant Management

  • Establish and maintain grant accounting records.
  • Track grant revenues and expenditures.
  • Prepare reimbursement requests and drawdowns.
  • Monitor grant compliance requirements.
  • Prepare financial reports required by granting agencies.
  • Assist with grant audits and monitoring reviews.
  • Ensure proper segregation of grant funds and expenditures.

E. Financial Reporting and Accounting Support

  • Reconcile bank accounts and general ledger accounts.
  • Assist with monthly financial reporting.
  • Prepare journal entries and account reconciliations.
  • Assist with annual audit preparation.
  • Provide guidance regarding governmental accounting standards and best practices.
  • Assist with implementation and maintenance of internal controls.

F. Software Experience

Preference will be given to firms with experience using or supporting:

  • QuickBooks Government or Municipal Accounting Systems
  • Permit and Development Software
  • Payroll Processing Systems
  • Microsoft Office Suite

3. MINIMUM QUALIFICATIONS

Respondents shall demonstrate:

  • Current CPA licensure in the State of Texas (if applicable).
  • Minimum five (5) years of governmental accounting experience.
  • Experience serving Texas municipalities, counties, special districts, or other governmental entities.
  • Knowledge of Governmental Accounting Standards Board (GASB) requirements.
  • Experience with federal and state grant administration.
  • Sufficient staffing and resources to perform the requested services.

4. SUBMISSION REQUIREMENTS

Interested firms shall submit the following information:

A. Firm Information

  • Firm name and address.
  • Primary contact person.
  • Telephone number and email address.
  • Years in business.
  • Description of services offered.

B. Qualifications and Experience

  • Experience providing governmental accounting services.
  • Experience with municipalities of similar size and complexity.
  • Description of grant management experience.
  • Description of payroll administration experience.

C. Key Personnel

  • Names and qualifications of personnel assigned to the City.
  • Relevant certifications and licenses.
  • Resumes of key staff.

D. References

Provide at least three (3) governmental references, including:

  • Organization name.
  • Contact person.
  • Telephone number.
  • Email address.
  • Description of services provided.

E. Proposed Approach

Describe:

  • Service delivery methods.
  • Communication procedures.
  • Availability and response times.
  • Technology and software capabilities.

F. Fee Schedule

Provide a proposed fee structure, including:

  • Hourly rates.
  • Monthly service fees.
  • Fixed-fee services.
  • Any additional reimbursable expenses.

5. EVALUATION CRITERIA

Responses will be evaluated using the following criteria:

The City reserves the right to interview selected firms prior to making a final selection.


6. CONTRACT TERM

The City anticipates entering into a professional services agreement for an initial term of one (1) year with options for renewal upon mutual agreement.

8. GENERAL CONDITIONS

  • The City reserves the right to reject any or all submissions.
  • The City reserves the right to waive minor irregularities.
  • The City may request additional information from any respondent.
  • Submission of a response does not obligate the City to award a contract.
  • All costs associated with preparation and submission are the responsibility of the respondent.
